This shouldn’t have to be a choice. Under federalism, the federal and state governments are often charged with different roles. And, during an emergency, you’d hope to trust each to play their role very well.
As I see it, the under the current pandemic, the federal government is abdicating its responsibility, so Trump feels like he doesn’t have to accept any of the blame for when things go wrong. This abdication, again under federalism, is setting many states up for failure because they cannot trust the federal government to play its role.
